    • Quotas per factory and mine set by Gosplan.
    • Plans often completed ahead of schedule for psychological and propaganda reasons.
  • Propaganda Projects
    • Dnieprostroi Dam, Moscow-Volga Canal, Moscow Metro, new industrial centers, and ‘socialist city’ Magnitogorsk.

Example: Think of the Five-Year Plans like an aggressive workout plan aiming for rapid muscle (industry) growth, while sometimes exaggerating the results to stay motivated and impress others.
