The First Modernisation: Agriculture 🌾

  • The Shift from Commune to Xiang
    • Commune = Old system
    • Xiang = New system
  • Household Responsibility System
    • Not about collective units anymore.
    • Individual peasants & families had to contribute.
    • If they pay taxes and fulfill quotas:
    • Allowed to sell extra produce for private profit.
    • 🥦 Real-World Example: Imagine a school cafeteria where every student has to bring one dish. If you bring more than one, you can sell the extras and keep the money!
  • Was it successful?
    • Yup! Especially in the early 1980s.

Problems with Land Reform 🌍🚜

  • Pros of ending collectivisation:
    • Many benefits for the peasants!
  • But...there's a catch! 🎣
    • Most farmers had 15-year leases, not permanent land ownership.
    • After 15 years? Land = 🔄 Back to the state.
    • Government = "Maybe we'll extend leases" BUT peasants = 🤨 "We don't trust you!".
    • 🎥 Real-World Example: Imagine renting a movie. You have it for a week. You'd love to watch it over and over, but you know it's not truly yours. And if the store says, "Maybe you can have it longer," would you trust them?
  • The Impact:
    • Peasants unsure about land's future = Less keen to improve or invest in it.
    • Government's goal of modernising farming = 👎 Not really met.
