- Lenin's decree (Nov 1917): Non-Russian territories could leave Russia.
- Result: Fins, Latvians, Ukrainians declared independence from RSFSR (Russia after October Revolution).
- Fun Fact: By June 1918, Russia was like a jigsaw puzzle with 33 sovereign governments!
