	<li>France: Disliked Mussolini&#39;s intimidation of Yugoslavia and his attempts to expand in the Balkans.</li>

	<li>Mussolini&#39;s Change of Tactics: Aware of the alarm raised in Europe by his attacks on Corfu and Fiume, Mussolini chose to appear more conciliatory.</li>
	<li>Reasons for Mussolini&#39;s Conciliatory Approach

		<li>Joining collective security efforts helped diffuse British and French suspicions.</li>
		<li>Italy&#39;s economy and armed forces were not ready for armed conflict.</li>

	<li>Pact of Rome: Similar to the NATO treaty, where countries promise to defend each other in case of an attack by a third party.</li>
	<li>Little Entente: Similar to the modern-day European Union&#39;s efforts to stabilize and create mutual defense agreements among member countries.</li>
	<li>Collective Security: Similar to the United Nations, which aims to maintain international peace and security.</li>
</ul>

After invading Fiume, Mussolini signed the Pact of Rome with Yugoslavia, promising mutual neutrality in case of an attack. France and Britain were concerned about Mussolini&#39;s expansion in the Balkans and Mediterranean. To appease them, Mussolini joined collective security efforts and became more conciliatory, as Italy wasn&#39;t ready for armed conflict. This approach can be compared to modern-day alliances and organizations working to maintain international peace and security.
